I love the use of words. They didn't believe the victims therefore took no action. It was judgemental and prejudice against victims that led this man to go on to abuse throughout his life. A culture of disbelief pervades police and cps when those deemed 'not credible witnesses' are dismissed at the first hurdle of reporting.
